I am interested in polarizer filter. I did google it, and found out that they are not good compared to single coated and multicoated hoya filters. But can an amateur like me start with these? Or the difference is easily noticeable?

At the very least, buy Tiffen or Hoya multi-coated filters. Even the cheapest lens is the result of a LOT of R&D time and money. You might not notice the difference right away, but I can guarentee you that it will become painfully obvious the first time you shoot close to the sun. If the budget will allow it, look toward B+W, Heliopan, Lee or Singh-Ray. The first thing that the light hits on your lens is NOT the palace to save money!

What tirediron said.

A good multi coated filter is what you want.
You know your budget and a high quality filter like Stingray or B+W can set you back $$$.¢¢ but the point is get the very very best you can afford.
It does make a difference.

Wait till you need to clean a Hoya filter...

I'm just sayin'...
