Actually you need a diving suit, waders, one of those mini fishing floating device things - some DIY skills and lots of spare bits of twig and leaf -- all to get closer

Or bread - bread works well at drawing ducks in

I tried the bread. This particular species wont come close. All the regular ducks and geese were easy. These ones stay in the middle. What the duck?

Actually its not that uncommon, the more wild breeds are more untrusting of people and thus don't get used to the idea of bread as food. We've got some and they did take a while to get the idea that this bread stuff is nice to eat.
