A blurred background isn't bokeh.
Since bokeh is an inherent qualitative (not quantitative) result of lens design and manufacture, bokeh can't be added to an image.
In other words, each lens make/model has a fixed, non-adjustable bokeh.

A blurred background results from having a shallow depth-of-field (DoF).
Phone cameras necessarily have the smallest image sensors made. Small image sensors limit how shallow DoF can be.

I like the bokeh effect without the gimmicky 3-D part, but Tadaa offers no way to save a static version to your phone.

I just see this :)
