A UV filter may have a marginal effect, but I don't think one that's worth the hassle. Depending on the angle, a polarizer may make a slight difference, but not much with such an overcast sky. I would firstly delete this image, but if you wanted me to process it I'd use clarity in LR plus some Nik contrast and color enhancements. Since it's a JPEG, however, the processing I would put it through would break it. You would need a RAW file to stand up to the development.

[h=1]Filters may have helped when the image was taken. Now that it is a don deal I would select Auto Contrast in Elements and also add a levels adjustment layer shifting the mid slider to around .60. This should make more definition in the countryside however some may be lost in the sky. You could then select just the sky, feather it by a pixel and add a cooling photo filter adjustment layer of maybe 30%. Drop the photo filter layer opacity until it looks “normal”. The sky will still have haze but it will be blue haze and look more interesting.

I would have included a little more of the foreground, to show the bright unhazed green, and add more depth to the image. I'm with gavjenks on the haze - used carefully, it adds a great sense of depth to an image.
