Yes, it looks like there is mist surrounding you.
The dark tone of the pic gives it some mistery effect as well as the grain.
The facial expression and deep staring eyes also complement the image well, while the soft facial features contrast with the rest of the elements.

I only wish you hadn't chopped the top of your head off, but I also understand that framing self portraits with a cellphone is hard.
