Need help on a image programmer

I took some picture or whatever.. and I want it to make it like this..
it's like a 2D/3D combine..

you know what kinda program to use..?

I could replicate that look in adobe lightroom, just a matter of bumping up the blacks, adjusting colors, etc, adding the vectors in PS. it could also be an HDR shot, processed from one image.
