Does anyone know where I can buy a neutral density gel sheet in the Vancouver area that would reduce the lighting by about 9 f-stops?

Try Beau Photo: 604-734-7771 Why do you need 9 stops of reduction? That's a LOT of ND - if you're lucky, they'll have two-stop gel; you could use several cuts.
