The photo editor Fine is available as a free download today, and I’ve had it for a few minutes and am very impressed. It also works on iPad. If you read this after 9/5/19, you may still want to check it out - it is regularly $1.98.
( One of my news apps lists apps that are free each day on the App Store. This one does bokeh, masks, perspective adjustment, etc. and looks quite comprehensive. )
