Night time shooting help!

I just need some help as to dealing with the difficult lighting of the city at night. Is there some sort of filter that I can use to get rid of that effect? I am using a tripod its just tough to work with the light that i'm given, I was wondering how to get rid of that glow.

what do you mean "that effect"? It is the glow that can give the image life. Do you mean flare? That is something that you can help avoid; watch where your pointing the lens, use a lens hood.
