Thanks, awesome answer, and all others are correct in pointing that lens aperture is the issue. I visited the same place again and clicked photographs at 1.4, 1.8, 2.2, 2.8 and 3.2
This aberration disappears at f/2.8. I noticed another issue with lens which is evident in the photograph where many of the light bulbs look unlit while in reality all bulbs are lit as in other photographs. I am sure there is a technical explanation for that also . I have noticed all these issues while clicking photographs of lights and that too when I compared with 24-70mm lens.
