On the serious side though even trying to tweak that image, there is not enough actual digital information available to enhance in the image. The low contrast is what tends to doom this picture.

bcshort is right. What people do in the movies simly does not happen. There are no magic algorithms that can make something from nothing, and there is simply not enough data in that image to get anything meaningful out of it.

That is a very poor CCTV setup.
