photo warping / distorting software

Hello there everyone... I am new to this forum, just joined today. I have spent hours searching for a photo editing program for digital pics that will enable me to warp and distort images... all I have found so far is morpheus warp 3, but this only lets you make animations. I'm looking for something somewhat professional that will let me do this without creating an animation... any suggests??
