whats a good price for photoshop or is there a quality cheaper alternatives
 
Photoshop Elements is the "light" version of photoshop. It's much cheaper but is a very good program. I've used version 2.0 and it's great. The current version 3.0 is supposed to be much improved.

$0 is the best price for photoshop, pick it up from any of your favorite file sharing networks like kazaa lite, eMule, or bittorrent. I've never seen CS but version 7.0 is excellent.
 
CS has RAW support, and 16 bit support over version 7. It's not that big of an upgrade. The full version of Photoshop CS costs $561. If you are a student you can buy an educational version for probably $200-300. This license is for educational purposes only though, and is not meant for commercial use.

Elements 3.0 is out and costs $92.25 at Newegg.com. Unless you are a photoshop pro, you probably wont miss the things from the full version that Elements doesn't have. It is a great program.

this is generally "home edition" or "second edition"

and is extremely watered down.
