This is selective coloring and no it needs software to create.

Beside Selective coloring, it seems to have some tone mapping done. Look at the building on the right.

For your sake I hope you know that it doesn't matter what camera you're using, selective coloring will be done using an editing software. And NO will not recommend you one. GOOGLE IT

Canon point and shoots have selective coloring built in. You can also choose to change the color of certain things, but if you use selective coloring, everything would be black and white while the certain color you pick won't be. You won't get the sepia effect.
