Not really sure what you're trying to convey here?

The railing/foreground is very dark and the processing is odd.. a painting/watercolor style?

Yes, it's a reflection. I LOVE they say the cloud looks in this, with the lines going through it like a painters brush. If that filled more of the frame, or more of the frame had noticeable ripple marks, I think it would be excellent.
