The foreground is under exposed a lot.

Landscape photographers often use a graduated neutral density (GND) filter in front of the lens to darken the sky enough to balance with a darker foreground.

That can also be done post process with a graduated neutral density gradient using image editing software.

Unfortunately my graduated ND filter got swallowed up by the sand that day. I have never tried that in photoshop but I am pretty familiar with the program. Any advise on how to go about doing that?

Best way to do it would be take two exposures one for the sky and one for the foreground then blend them together in photoshop using a layer mask.
