Yes, a monolight with a photocell can be triggered by any flash, so long as its output is sufficient (it doesn't take much)... However, the photocell is bypassed when either a wireless slave or a sync cable is attached to the strobe... this prevents accidental or unwanted firings... and in some cases, it prevents other photographers from being douchebags and triggering your strobes while you are working. It's just bad etiquette and quite rude to take over a piece of equipment while someone else is working. If you were in my studio and asked for my sync cable in front of my model in the middle of photoshoot, you would be out the door so fast your head would be spinning...
