Here's what you need to do.
Set your camera to manual mode. Attach a flash and set it to manual mode as well. Leave the flash turned off for the moment.
Change your shutter speed and aperture so that you get the exposure you want on the tubes. Everything else will be completely black shadows. Don't worry about that, we;ll fix it in the next step.
Once you have you shutter speed and aperture locked in to expose for the tubes, turn on your flash. Adjust your flash's power to give a proper exposure on the wall.
Now you have a good exposure on the tubes AND the wall.
