Given your budget and what you want to shoot, I would say the 70-300VR. I have one for my D60 and I think it is great. I shoot a lot pics at my son's soccer games and being able to reach to 300 makes a big difference. While not as fast as a 2.8 (but only 1/3 the price), I find it to be a very sharp lens with fast, quiet focusing. Highly, highly recommended!

Also, keep in mind lenses will lose a little at the extreme ranges, so the 70-300 will be much better at 200 than the 55-200. For the money, I don't think you can beat the 70-300VR.
