i actually have a call to a state agency to see what else may be done. regarding family, these graves are dated in the 1700's, so i doubt there is any family around or knows of his/her existence. the caretaker looked like he may have been from that era as well!

Send it to a news editor. TV or paper. Get an investigative reporter out there. That is not only unsanitary, it is disrespectful to anyone who paid to have a plot there.

It'll be looked into within hours once you get reporters involved. Don't wait for the state.
