That's the budget. I would spend more if I found myself using one often, but I'm taking extended family portraits this weekend, and I need the tripod so that I can get into the group pictures.

A used kit for $100 is doable. I love my Manfrotto (bought that new, though). I've also got a used Induro that I picked up for something like $65 -- solid, but I'm not a big fan of the twist legs. Anyway, Benro & Vanguard are also decent mid-range brands.

I think one problem you might run into is that you want to find a deal *and* you're in a hurry. Hopefully you've got some good karma piled up, because I usually don't fare too well in those circumstances.

There are good deals out there .. it all depends upon what you look and wait for

this is a top model great for studio or home use. but big and heavy and very durable

Slik Pro 500 AMT with head ... $87 ... barely used but a great tripod. light compared to the Professional model

Slik carbon fiber monopod with head .. $87 ... barely used.

you just have to wait and watch but there are deals out there

The 70" AmazonBasics copy of the Ravelli with the pistol grip ball head is pretty good, especially considering the price. There's also a 62" one with a normal ball head too.

This weekend, huh? Wal-Mart sells Manfroto. I'm not sure what models they have, but they're less than $100, as I recall.

For way under 100 bucks you can go for some sturdier options from Ravelli.
Either the big and bulkier Ravelli apgl4 or the smaller and even cheaper Ravelli apgl5 would do the job for you just fine.
I had the opportunity to get my hands on both of them and I can assure you that they indeed have good quality construction.

I have a under a hundred one but the head wobbles. it has fallen over yet and dropped the camera yet so I guess that is good.... sometimes I do wish I got a better one as it is a p.o.s. like sometimes the camera don't stay angled unless I REALLY crank it down. but I deal with it.
