Very contrasty, for me it has a "late winter sunset" feeling.

Question for you: what would you say the subject of the photo is? The person, the Washington monument, and the building on the right are all competing for my attention.

For me is the person, but I did not think of it this way.
I just tried to balance these elements all together.
