Any one know how am I able to create the galaxy effect like the picture below?
All i know is that the picture was taken in rainny condition.
I see that the light source is from behind the model.. am i right?

just put a flash behind the subject.

Single strobe/speedlight behind the subject and reflector image left.

... and don't forget to give her skin tone a sickly blue cast so she looks like a corpse from a Tim Burton movie -- that's the best part.

As for the star field, that's just a blended layer in PS.
