ND stands for Neutral Density. They simple reduce the amount of light reaching the sensor. This allows (typically) longer shutter speeds and/or wider apertures. Use them to blur water, create the illusion of motion, and shallower depth of field.

1-stop, 2-stop, 3-stop and 10-stop will cover most needs.
