What does this sign mean?

Went to a funeral a while back, and the signs on the street were these:

NO PARKING
THIS SIDE
TUES-THURS
SAT
CHANGE TIME
9 AM

Can anyone translate this into something understandable?

It's intentional bureaucratic obfuscation designed to trick unwitting drivers into thinking they can park there on Saturdays, thus increasing ticket revenue for the city.

It means you can only park there Mondays, Fridays, and Sundays.

9 AM change time refers to when they consider the time the affective days start. Example, you can park there through the night on Monday, but if the car is still there at 9AM or after on Tuesday, you can be ticketed.

So, I've seen probably a thousand or more of your photos. Why is this one so out of focus that I can't even read the bottom line on the sign? It might help to answer your question.

Maybe it was because I wasn't taking of photo of the sign............

Well the parking space lines are out of focus as is everything else so what were you taking a photo of?

It just looks to me like it was a picture shot quick out the car window to remember later what the stupid sign said!

I wonder if it's because of the funeral home - maybe they have funerals and visitations on Tues. thru Thurs. and on Saturdays, and need that side of the street clear for the cars in the procession to park and line up.

Unless there are some other shops and businesses on that side of the street that are closed on Sundays and Mondays - then I don't know what would be going on with Fridays?!
