What is wrong with this lens??

So my cousin just bought a Nikkor 28mm 2.8 but when he takes a photo it comes out like this...

Any ideas on what is going on here

One or more of the lens elements is out of alignment, unless it does the same with all lenses, which means the image sensor in the camera is out of alignment.

This is basic optics.

Was it new or used...?

If new, I would take it back ASAP.

That lens is seriously 'effed up.

I'd say it's broken. I took this pic with a good copy of a Nikkor 28mm f/2.8 ai.
