What type of effects are these?

I'm still developing my style and I love the effects that are used in these photos. I don't know if there is something in front of the lens while shooting, or if it's all post-processed. I love the color layers on top of the photograph.

If anyone can help me look into similar (shooting/post-processing) techniques that I can use it would be greatly appreciated. Thanks so much!
