Why can't I attact pictures?

I don't know if this is the place to ask this, but why can't I attach pictures straight onto a thread. For some reason, it says i can't do that.

Only members who purchase a subscription can attach photo directly to the their posts. All others must host their images externally and link to them. Many of us use www.photobucket.com
