does doubling resolution requires quadrupling (x4) the number of megapixels?

8mp is NOT double of 4mp.

4sqrt = 2
8sqrt = 2.83(not double of 2)
16sqrt = 4(double of 2)
16mp is double of 4mp.

100 = 10 x 10
200sqrt = 14.14(not double of 10)
100 x 4 = 400
400sqrt = 20(double of 10)
400 = 20 x 20 = 100 x 4

MPs | resolution
--------------------------
4mp = 2000 x 2000
8mp = 4000 x 2000(not double resolution of 4mp)
16mp = 4000 x 4000(double resolution of 4mp)
 
I'm not sure if your asking or telling. by looking at your resolutions at the end. 4mp = 2000 x 2000 and 16mp is 4000 x 4000. 4000 x 4000 can fit 4 2000 x 2000 squares inside it thus holding 4 time the amount of pixels. If you are trying to double the dimensions on each side, vertical and horizontal, then yes, it will be 2^2 because its two sides times 2 each so you would need 4 times the megapixels to double the dimensions on each side. That does not say however that 8mp is not double 4mp because it is. it has exactly twice as many pixels thus resolution. I guess you have to be more clear when you say double the resolution (as in double the dimensions on both sides) because resolution is megapixels. Let me know if you follow my logic.
