Ok... A bit of an explanation here: What you're looking at is a Raspberry Pi 3tiny computer (in the clear case), a HackRF PRo software defined radio (SDR), and a LimeSDR bi-directional software defined radio. Using the Raspberry Pi and the LimeSDR, I duplicated all of the functionality of a 3G cellular base station/tower (which I tested on the little Samsung phone also partially in the pic). 4G was possible but the code for it wasn't very mature at the time and didn't work well with the LimeSDR. So... This is a wireless cellphone tower...
