I second the "Why?" All an ND filter would do is lengthen the exposure which could add some more water blur. If that's what you mean by "pop", then OK.

The color balance looks a little too blue for me. Otherwise, great shot. Since I can see through what little ponding water there is, I assume you used a polarizer? Nice.
