It does, but it is not as powerful/versatile as CS5's tools.

i know that, i only edit in it for the skin softening

i do everything else in cs5

I'm the exact opposite. I use LR3 for everything, then use the Viveza plug in which will eliminate the majority of your need for masks, then on occasion open then in CS5 thru LR (then save/return them back to LR).
I do however prefer to sharpen in CS5 for prints.

well... i tend to do a lot of more complex special effects editing, and honestly i haven't pulled out my camera for anything serious almost all year
