If you are going to make funny (however offensive) on the intarwebz, at least use the word correctly. A person's mental capacity can be retarded in early developmental stages, but that does not make them a retard.

Also, the Special Olympics has campaigned to end using the word as an insult. Way to support the foundation you raise money for.

I did not raised over a million dollars for anyone in this world, however I do respect others. If you think it is okay for other people to post a photo of you and make fun of you, I have no further question.
