Best camera for a low budget?

I too feel that with your budget of 200 your smartphone most likely shoots a similar quality? I would advice you to sit on the 200 for a little while longer. To buy my cameras and equipment it took me a good two years to save but the time meant I could buy something worth showing off. It also meant i wasn't constantly throwing money away at new models.

Panasonic LX3: ultra compact, fast wide angle lens. Panasonic FZ20: bridge with fast, wide-to-long zoom lens.
Either camera about $100. Both OK in available light up to ISO 400 (color) or 800 (b&w).
