I have CPL filters that cost about $200. Which is basically a little piece of glass that screws onto the end of your lens to tone down harsh reflected light a small amount.

Photography is really expensive.

But seriously for a beginning photography course most DSLRs produced in the past 7-8 years should work.

You can start with a "point and shoot". Watch for sales, particularly around the holidays.

I just had a quick look at KEH.

D40, D50, D70 - all less than $200. A D70 for $149 and a 50mm 1.8 Ai for $50. Meets the budget and is suitable to the purpose at hand.

You can pick up very decent DSLR cameras on ebay for the sort of money you have available. Look at something from Nikon, Canon, Olympus, Pentax, etc., with between 6 and 10 MP. These will suit your budget whilst being more than enough for your course.

Hmmmmm, I looked. Not a single legitimate DSLR under $200 with lens. Quite a few body only and quite a few older bridge cameras.

I looked too. I found a couple of used bodies, that might be kind of questionable, but without lenses. That would be extremely difficult to take a photography course with an outdated and unreliable camera.

Why? Did photography get reinvented after they broke the 10MP barrier, then?

You can pick up good cameras with decent glass in good condition and very suited to the purposes of taking a photography class on ebay for the money the OP is talking about if you keep a realistic search level and are prepared to sift through the junk a bit. Commas cost more, however
