Cant get a good picture?

I have a 7Dii and a Sigma 70-200 2.8 lens. Photo looks in focus but when I crop it it looks out of focus.

I'm guessing you've used a fairly large aperture here (like 2.8). You have achieved critical focus; if you look at the pattern on the fabric on the lower part of her breast you see defined pattern lines. The problem is that your depth of field (the amount, front to back) of the image that is in sharp focus, is very shallow.

How much did you crop it?
Can you also add a copy of the original?
what were you focusing on and what was your focusing mode ?
f/2.8 will give a very shallow DOF which is what you may be concerned about.

it looks pretty good to me when I zoom in but as you can tell the wind was blowing, so 1/250 might have been a bit too slow considering in relation to her hair (and the aperture).

This may help on the "Depth of Field" which is dependent upon the lens Aperture, distance to the subject (and sensor size). ==> Understanding Depth of Field in Photography

Huh... I wasn't able to pull off any EXIF; f6.3? Wouldn't have thought.

I thought it was 2.8 too but the exif has 6.3.

maybe she was rotating/swinging her head/upper body some, as I don't see much evidence of wind when I look at the skirt or plants (which are pretty good in focus) to her bottom right.
