Looks like they are Christian prisoners being ransomed. Interesting

Found this reference, "Turkish Jailor
On your left just before the Mala Strana Bridge Tower stands a statue that features a snarling dog and a potbellied Turkish jailor guarding three persecuted Christians." I just focused on the prisoners.
