I think the rep points are good for this reason...so that when a new person comes in here they can automatically know who the trolls are, and know to stay away/ignore them. And if those trolls somehow care what people think of them, maybe they'll act a little better so they DON'T get the negative points...I don't think I'm explaining what I'm thinking very well...but...oh well. Just disable it if it bothers you.
