How do i achive this effect on a photo?

what effect? That is noise/underexposed/some sort of digital error across the bottom. I would guess to replicate you would need to find a cheap camera take a low light shot and have a sensor on it.

Underexpose the shot by 3-4 stops. Then, working with the jpeg file in post, attempt increase the exposure by 2-3 stops. Dial up the red channel to give them all a sunburned look. Then 'paint' green lines horizontally across the frame.

Personally, it's an effect I would be ashamed to emulate.
