How to create rounded corners within a frame.

hello, i'm wondering if someone can help me create a photoshop action in the simplest way possible to get this effect:

i know how to create a squared frame using canvas size but not quite sure about the rounded corners. any help is appreciated. thank you.

I can't tell you how to do it in PS, but in GIMP (you know, the program everyone says can't do anything PS does :er it's Filters > Decor > Rounded Corners.

Just add a Rounded rectangle to the background that's a little bit bigger than the image? Put the image layer ontop of the rounded rectangle... Easy as 1..2...3.
