How would you go hire a wedding photographer?

"Its a pretty low budget wedding"

So was mine and because I had shot weddings I wasn't about to hire a wedding photographer anway...

What we did was give "one-use" (can't think of what those things were called anymore but you sent the whole camera to the lab) cameras to everyone and we got plenty of shots we liked.

Of course, this was in the days of film. No idea what the equivalent would be today.
Guess what they still have the one shot film cameras
 
I suspect you can hand out all the one-shot cameras you want but most folks today will just whip out their iPhone or iPad and take pictures and or video. I did an equestrian event early this year and ended up having to rope off an area so I could get clear lanes for event sponsored video. I still had a couple people holding their iPad out trying to get a clear shot.
All those folks are some serious power - figure how to harness it.

Lol.. the Iphone on a stick thing is what gets me the most. Still cracks me up everytime I see it.

Ok, so a thought for the op - and keep in mind I'm just thinking outside the box a bit here.

Go on craigslist and get in touch with everyone who posts an ad for super cheap photos. Get them all together at the same time at a remote location and have the cage fight for the job. The last guy standing gets to shoot your wedding.

Sell tickets and use the proceeds to hire somebody who can shoot worth a dang.
