It really all depends on what you consider "problems" with the C&C. You say you were having "problems" on every site you go to, and then you discovered your friend is having the same "problems." What exactly ARE these "problems?"
Is it that too many are commenting instead of critiquing? As MissCream pointed out, both are valid responses to a C&C.
Is it that people are "too general" with their critique? What do you mean by "too general?" In reading the C&Cs here, what I've found is that the more pictures you post at once, and the less detail YOU give about your camera, lens, technique and goal for the photo, the more general a response you're going to get. But when you post one or two photos, and you post what your equipment was, what your settings were, and what your idea for the resulting photo was, then you tend to give much more specific responses.
Or, is the "problem" that people are too sarcastic, snarky and sometimes downright mean in their critique? If that's the problem, well, Welcome to the Real World!! THIS is what it's like for an actor/actress to have their movie reviewed by a critic instead of a fan. This is what it's like for a QB to be critiqued by the coaches instead the Monday-morning quarterback fans. Too many of us, myself included, are used to take nice pictures and getting all sorts of wonderful comments from our adoring family and friends, and even acquaintances, who just don't happen to understand a lick about photography. Then we come here, and we get SLAMMED...and we get defensive, instead of taking the time to realize that we should really expect nothing less from a virtual room full of Strangers, who happen to know a thing or two about photography (most of them do, anyway).
So, here's my answer to your Poll--No, I have no problem with the C&C on this site (haven't joined others yet). I've only posted one photo for C&C because I found the whole thing intimidating, but as I've read other C&Cs I've come to realize that the best strategy for really getting the most of your C&Cs is this:
--Play by the rules yourself. Like I said before, post one or two photos and include enough information to ALLOW for more specific C&C.
--IGNORE the responses that you deem to be just plain mean and unhelpful. Just like actors sometimes have to just ignore that snarky critic who has just decided to hate them.
--Read between the lines of the snarkiness--There is often good advice to be had in the midst of the dripping sarcasm. Personally, I kinda LIKE the sarcasm, as long as it's not MEAN and sarcastic. But then, I have a Masters degree in Sarcasm myself.
--Remember that these are STRANGERS to you--they have NO emotional investment in you OR your pretty little picture. Therefore, they are just going to call it like they see it. If your photo bores them, they aren't really going to see any reason to couch that in sweet, delicate tones that will save your self-esteem; they're going to say "It's boring."
--Take NOTE of those who consistently offer what you deem to be good advice and start watching their responses to OTHER C&Cs...I think you can learn almost as much from that as from posting your own photos.
I'll stop now before I have to start Chapter 2 of this book.
