Is this part of my old head that was on there when I got this, or part of the tripod?

Very definitely part of an old head; looks like an old video head, but it's hard to tell. Assuming this is the set of Manfrotto legs you mentioned earlier, the top of the tripod proper is the the aluminum plate with the scalloped edge immediately on top of the centre column. Hold the centre-column firmly and turn the remains of the head counter-clockwise and it should unscrew.
