Light Painting Technique

Could be a White laser pointer. ^^

Lasers are always a specific frequency of light. White is created by combining multiple frequencies of light across the visible spectrum. There wouldn't be a "white" laser per se, but since this image is photoshopped with selective color there's no reason it couldn't be colored light which has been converted to monochrome... except I'd expect to see the effects of the light moving on and off the edges of the shoe and I don't see that. So I suspect there's no laser point involved.

Actually what I really suspect is someone with a graphics tablet just scribbled on it.
 
1) Draw an outline of a shoe on a piece of construction paper or something, a little bit smaller than the shoe
2) use any laser pointer and do whatever scribbling roughly around the outline.
3) Make that photo black and white in photoshop (and a little vignetting)
4) Take a separate photo of the shoe.
5) Use one of the blend modes in photoshop.
