camera settings?

looks like a too slow shutter.

I am very new to all of this. So I do not know all the photography lingo very well. This picture was taken the second day I got my new DSLR. How can I adjust my shutter speed? My camera was just set on program- I did no adjustments whatsoever to it-- just right out of the box lol.

And yes I agree the white on white does give the floating head look.-- The background is actually just one of his baby blankets, I have no equipment or props at all.
