Models clothing...

No I'm not blaming them I still was happy with the photos, but certain clothing rules were broke that I had learned not to do when I was a kid.

So I shoot for the enjoyment of possibly creating a great image and the last couple models I shot wore stuff that was horrible. I'm unsure of how to handle it next time to avoid the problem, I've come up with either taking them shopping and getting them clothes that will look good on them, or them sending pictures on their phone of what they are planning to wear. Is there a normal thing to do?

I've noticed the same thing. Some models tend to show up with a horrible sense of fashion. Here's the different ways I've gone about this: 1) give them the concept and pray they show up with something good 2) have them send me cell pics of what they picked out 3) second hand vintage stores (you can find some really neat stuff) 4) hire a stylist or TFP a local designer. More often than not, option 2 is the majority for my shoots but I recently did a shoot with a local designer for trade and am going to explore that avenue more in the future.

I can't paint so I certainly wasn't planning on doing it, I'll ask a couple MUA's how they work that stuff out. I've heard there might be like a materials charge or something if it's TFP.

A majority if MUA's will do TFP but charge a "kit fee" to cover make-up costs.

this kind of seems like the people photographer's equivalent to blaming the weather.

I'll agree with you to some extent. However, when you put a casting call for a fashion theme and they show up wearing Jellies (seriously, who still wears them?), high waisted acid washed Jordache jeans and an off the shoulder sweatshirt with "New York City" in silver glitter across the front, it pretty much induces a facepalm.
