Nd filters? Hoya nd8..

I've been looking for nd filters. I like the hoya nd400 but seems a little pricey for me ATM.

what is the hoya nd8 like, can you still achieve the blurred water look on the beach, flowing water?

Whats your review on the Hoya nd8? Is there any other nd filter you can recommend that's a good price?

I have a ND 9, and at ISO 50 f22 I could get shutter speed up to 8 seconds in full daylight... I wish I had bought the ND 10 for that extra stop. So if you are going for full sunlight long exposure, I'd really consider an ND 10 as opposed to the ND 8.
