need help for photo editing

hi guys, can you please help me choose a photo editing software that is easy to use and that has a noiseware and portraiture plug in.. and thats also compatible with windows 7
or where can i get them for free.. any help and information would be very much appreciated.. thank you!

GIMP is free. Not sure how easy it is.

Not 100% sure but I think you have to buy noiseware and portraiture separately.
