Need some advice on editing this pic

I took this pic a couple days ago for a friend. While this 1 didnt come out sharp or in focus i still wanted to play around with it. What i want to do is smooth out what looks like bumps on her bottom. I tried using a brush but it looked to fake. Any tips?This picture has already been photoshoped somewhat.If u want the original Picture let me know

Run a gausian layer mask. That ought to work.

I agree -
duplicate the layer
select her bottom with the magic wand
do a gaussian blur
then lower the opacity of it too suit
- doing the above allows you to keep playing with it until you are happy.
