I'm curious, this person in the photo was your friend, but you have no way of contacting them? If there really is no way to reach them, then I would go with the advice about calling the editor directly, and mentioning that you would be happy to be a contributor. And if you are looking for recognition, you'll need to contact the newspaper directly. Good luck with it, and just remember to be firm, confident, and courteous.
